Do new London PHV drivers need a topographical skills assessment?

Yes, in normal circumstances. London private hire driver applicants must satisfy Transport for London that they have an appropriate level of knowledge of London and general topographical skills.

Most new applicants satisfy this requirement by taking and passing TfL’s topographical skills assessment.

What is the topographical skills assessment?

The assessment is used to test the route-planning and general topographical skills TfL expects from a London private hire driver.

TfL’s current policy says the topographical skills assessment is scheduled for the same day as the English speaking and listening test and the SERU assessment.

How many attempts do I get?

TfL currently normally allows a new PHV driver applicant three attempts to pass the topographical skills assessment.

If you fail the assessment for a third time, your application will normally be refused. TfL also states that an application will normally be refused if an applicant fails to attend three assessment appointments without reasonable justification.

If you want to try again after a refusal on this basis, you will need to make a new licence application. TfL’s current policy does not specify a waiting period before a further application can be considered.

Can I be exempt from the topographical skills assessment?

TfL allows a small number of concessions where an applicant can demonstrate that they already satisfy the topographical skills requirement.

  • Applicants who have previously passed a TfL topographical skills assessment as part of an earlier application.
  • Licensed London taxi drivers, including All London and Suburban drivers.
  • Professional London tourist guides, such as Blue Badge Driver Guides.

TfL says other concessions may be considered on a case-by-case basis.

Can I use a topographical certificate from another provider?

No. TfL’s current policy states that it will not accept topographical skills assessment certificates that were not issued by TfL.
